When it comes to the ELD mandate, I am sure you will all agree with me that there are a lot opposing, reverse and contradictory opinions out there. Having said this, people have all kinds of opinions regarding the mandate!

Continually, for some, it’s just another rule and regulation on the list with “obeying stuff”, while others find it as a demanding and disturbing thing that will interfere with their usual daily routine.

Furthermore, most people, including me, do not like changes. This is due to the drastic changes made in the previous years.

Moreover, I am not saying that there are no benefits in changing and updating your resources and ways of doing things, but I personally do not like and have a hard time with changes, even if they are for the better!

To continue with, I am sure many people are like me, and can’t see clearly the bigger picture and the good that comes with deploying new technology and upgrades such as the ELD.

During the last few weeks since we published our All About ELD Mandate blog post we received a lot of inquiries about the exact date when will ELD Mandate take effect.

And finally the date is set by Federal Motor Carrier Safety Administration for the 16th December 2017.

This way they are ensuring that all drivers and companies have sufficient time to do all the necessary purchases and installation of the devices to stay compliant with the rule.

As said earlier this new rules will have a huge impact on the entire trucking industry, truck drivers and every american life.

In my opinion and calculation there will be slight retail price index increase by 1,2% due to this rule.

Simply shipping cost of goods will increase which is ultimately leading to higher retail prices.

But there is some important things all involved parties should have in mind:

Driver Requirements

  • After starting to use ELD drivers are not required to keep paper logs anymore.
  • Drivers are required to keep and maintain supporting documentation and send it to the company so that they can store it.
  • Drivers must send these supporting documents to their company within 13 days of receiving them.
  • Companies must keep documents along with records of duty status for six months.
  • Owner operators need to store the documentation and keep it on file.
  • Drivers driving vehicles built 2000 and before are not required to have installed Electronic Logging devices in their vehicles.

Truck Requirements

Trucks built 2000 and before are not required to have ELD installed.

What is an Electronic Logging Device – ELD?

It’s an electronic solution for professional truck drivers and commercial motor carriers to track Hours of Service – HOS compliance.

Electronic Logging Device

The new ELD have to:

  • connect to the truck’s engine in order to record if the truck is in motion
  • allow the driver to log in and select On-duty, Off-duty, or On-Duty Not Driving, and depending on vehicle movement drive segments must be selected automatically
  • graphically display a Record of Duty Status – RODS, to make a quick look of hours easier for a driver
  • provide data in a format that can be transmitted to law enforcement in a different ways, such as wireless web services or USB
  • be provider-certified that the device meets the proper specifications
  • be listed on an FMCSA website

Does ELD apply to me and when should I have it?

All CDL drivers, required to keep a RODS (also called HOS reports), will have to use it by 2017. There are around 3 million vehicles in this category, and 3.4 million drivers.
